Draconian. The ruble has fallen on new sanctions of the USA

Washington has prepared the new package of sanctions in two stages in connection with case of poisoning with Skripalya. The State Department of the USA announced sanctions against Russia in connection with case of poisoning in Britain of the former colonel of GRU Sergey Skripal and his daughter Yulia. Imposition of new sanctions will take place in two stages. The first package of measures, as expected, will come into force on August 22, but the ruble already otregirovat on these news a collapse to a two-year minimum. Sanctions assume the ban on export to Russia of dual-use goods which can be connected with national security. If Russia doesn't satisfy a condition of Washington, then the level of diplomatic relations will be reduced, restriction of export and import will be more rigid, and to Aeroflot will forbid to fly to the USA. The Russian authorities which deny participation in an incident in Salisbury called new American measures "draconian" and "illegal". Корреспондент.net tells details. The ultimatum of Russia on the basis of the law "About Control of Chemical and Biological Weapon and Prevention of War" the USA has established that Russia "has used chemical or biological weapon in defiance of rules of international law". The White House didn't want to work because the law of 1991 is very serious and doesn't give to executive power the chance to shirk his execution, Wall Street Journal notes. In general sanctions will duplicate in many respects already existing restrictions, for example, for sale to Russia of weapon. But there will be also serious innovations, for example a total ban for export to the Russian Federation of electronic devices and accessories of dual purpose, Kommersant writes. The first package of the American sanctions will extend to deliveries to Russia of a number of electronic devices and their parts. Also restrictive measures will concern the test and calibration equipment - and in general components of the systems developed for use in aircraft as onboard electronics transfers NBC News. According to the New York Times, it is gas turbines, various test and electronic equipment used in the industry. Washington Post notes that approach to deliveries can change. It was difficult to get permission to export to Russia earlier, but it is possible, and now under a ban, most likely, there will be a sale of almost any technological production. At the same time Russia have put forward the ultimatum: if she doesn't provide to Washington of convincing guarantees of non-use of chemical and biological weapon, then new sanctions will follow. Besides, Moscow has to be ready "to allow checks on places by UN observers or other internationally recognized independent observers" which will have to be convinced of sincerity of the Russian authorities. On implementation of requirements three months will be allotted. If the definite positive answer of Moscow isn't received (that is probable as the Russian authorities always denied participation in the chemical attack in Salisbury), then the new package of sanctions will follow. If guarantees aren't obtained, then, at least, three measures from six additional have to come into force:
